David Waldman

Principal

David’s extensive practical experience in national emergency preparedness and resilience policy, strategic planning, interagency incident management coordination, and continuity of government operations helps drive the extraordinary results achieved by Cadmus clients in the areas of safety, security, and resilience.

Prior to joining Cadmus, David served on the Homeland Security Council and National Security Council staffs at the White House. He was Senior Director for Response Policy for both the George W. Bush and Obama administrations, serving as Lead Presidential Staff Advisor to the Assistant to the President for Homeland Security and Counterterrorism and other senior White House officials for consequence management and response issues. David also chaired the Domestic Readiness Group, an interagency policy coordination body at the White House, which consisted of Assistant Secretary-level officials from across the federal government. He directly managed the federal response to over 100 presidentially declared disasters, including Hurricane Gustav, Hurricane Ike, and the H1N1 pandemic. Following his service at the White House, David was appointed by the Governor of Virginia to serve on the Secure Commonwealth Panel in support of the Secretary of Veteran Affairs and Homeland Security.

David has over 23 years of active military service, is a certified Project Management Professional, and is the former president of True North Consultants, LLC. He holds a master’s degree in strategic intelligence from the National Defense Intelligence College and a bachelor’s degree from Bloomsburg University of Pennsylvania.
